The Costumed Orphan Matron wants you to help put out all the village fires after the Headless Horseman lights them. When they are out, speak again to the Costumed Orphan Matron.

You must help us! The Headless Horseman will attack the village at any moment! Fires will be everywhere! The children aren't safe!
Please, <name>, will you face the fires of the Headless Horseman? When he comes, you must join the fire brigade. Grab a bucket and toss it on the fires, or pass it to a friend who's closer to the blaze. If you put out all the fires then we may yet be saved!
Oh, thank you! May the Light bless your good works, kind sir. The shadow of the Dark Horseman yet looms, but at least, for now, the village is safe from his flames.
To create a [Water Bucket] item in your inventory, loot the Water Barrel that is on the ground next to the Matron. Throwing the Water Bucket is a two step process; first you use the bucket to create a targeting circle, and then you left click the circle to throw the bucket, much like bombs and dynamite.
[10-70 Daily] "Let the Fires Come!" and [1-70 Daily] Stop the Fires! are essentially the same, except "Let the Fires Come!" initiates the Horseman's attack. The Horseman's attacks are not on a timer, they occur whenever anyone accepts the "Let the Fires Come!" from the local Matron.
Successfully completing either one will give your character the credit for the [The Savior of Hallow's End] achievement. Failing to put out the fire leaves these in your quest log, and the next time you are present when a fire is put out, you can turn it in. It does not have to be at the same location (but you can only turn in to your faction's Matrons). If you happen to come into town when the Large Jack-o'-Lantern is down, you can turn in the quest, even though you did not fight the fire.
Putting out the fires and defeating the Horseman causes the Large Jack-o'-Lantern to fall off the Horseman. This can be looted once daily for a symbol which can be turned in to the Matron for a [Crudely Wrapped Gift]. This is not part of the "Let the Fires Come!" and Stop the Fires! quests per se, but it is a major portion of the reward for the defense.
[10-70 Daily] "Let the Fires Come!" is not available while the Large Jack-o'-Lantern is on the ground (it stays for several minutes after killing the Shade of the Horseman).
[1-70 Daily] Stop the Fires! can only be accepted when the town is under attack.
