"Shaky" Phillipe is a level 44 quest giver located in Booty Bay in the contested territory of Cape of Stranglethorn.
"Shaky" certainly seems to deserve his name since he is a very frightened individual. During the Bloodsail Buccaneer attack on Booty Bay at the culmination of the quest line, 'Shaky' will often shout that he is very scared or that everyone should start panicking.

He starts the quest Quest:Return to MacKinley.
He ends the quest Quest:Scaring Shaky, which requires you to scare "Shaky" into paying back his gambling debts to "Sea Wolf" MacKinley. This is done by showing him chunks of gorilla meat and fooling him into thinking it is the remains of somebody "Sea Wolf" had killed for not paying their debt to him.
