A Watchful Raven rarely appears in the northwestern window opening of the Ring of Fates in Oribos. Some time after spawning, it seems to fly off in the direction of the gateway to Revendreth. It is affiliated with the Kirin Tor faction and marked as a humanoid rather than a beast, indicating that it is not truly a raven at all.

This NPC may actually be Khadgar (the only Kirin Tor member known to turn into a raven), but if so, it's unknown why he wouldn't announce his presence to the Azerothians in Oribos.
