The Arakkoa Cipher is an uncommon find when surveying Draenor archaeology sites. This item will also drop from the Ghostly Arakkoas that will sometime spawn when digging for fragments.
Notes
The Arakkoa 
[Ancient Nest Guardian] requires 250 fragments to solve. The limit of 200 fragments per archaeological race means this object must be completed with the use of keystones. Hence the Arakkoa Cipher is unusually valuable.
