Armor Skills are what define the type of armor a class can wear. In addition, wearing a full set of armor of the type intended for your class will grant a 5% increase of your primary attribute.
Armor specialization bonuses were added as passive skills in Cataclysm in an effort to discourage players from 'downgrading' and to encourage them to wear armor of the highest armor class possible. These passives were removed in Legion, with the bonuses merged into each class's Armor Skills trait.
