The Azerite-Fueled Timequartz can be purchased for 25 
[Mark of Honor] from 
Marshal Gabriel in Boralus or 
Xander Silberman in Zuldazar after completing 
[Battlefield Tactician]. Only classes with a healer specialization can purchase it. For characters who have already learned Rank 3 of 
[Blood of the Enemy] or 
[Sphere of Suppression], its cost is lowered to 10 [Mark of Honor].
Infusing the item at the Heart Forge will grant Rank 3 of the 
[Artifice of Time] Essence and leave behind a 
[Shattered Timequartz].
