Balance of Power is a Balance druid talent, available at level 100.
Patch changes
Patch 7.0.3 (2016-07-19): Removed. Replaced by
[Nature's Balance].
Patch 6.0.2 (2014-10-14): Redesigned as a level 100 Balance talent.
- Previous version: Grants hit equal to any Spirit gained from items or effects.

Patch 5.0.4 (2012-08-28): Now a passive Balance specialization ability. No longer increases Nature and Arcane spell damage.
Patch 4.0.1 (2010-10-12): Damage reduction removed, Nature / Arcane Damage down to 2% and Spirit is converted into Hit Rating.
Patch 3.2.2 (2009-09-22): Misleading tooltip reworded. The tooltip previously reported an incorrect value for the increased chance to hit with spells. The actual benefit of the talent is unchanged.
Patch 3.2.0 (2009-08-04): Now reduces all spell damage taken by 3/6%, rather than reducing the chance to be hit by spells by 2/4%.
