Baolai is at the south end of the ridge to the southeast of the village inn. He is a level 91 elite mogu with 2,445,000 health and the following abilities:

Cinder Blade — Ignites current weapon, causing it to inflict additional Fire damage. 2 sec cast. Hits for 3300-3600 Fire. (4 sec cooldown)
Whirling Flame — Inflicts 46,100 Physical damage and knocks back enemies in a cone in front of the caster. 1.5 sec cast. (4 sec cooldown)
