Basket of Arakkoa Goods is found at [40.2, 60.3] in Southport or at Axefall in southwestern Spires of Arak. Percy brings the basket to the outpost after players complete 
[30-40] Orders, Commander? when Percy starts 
[30-40] Return to Veil Terokk.
