Ya know boss, I think I know how we can take this place to the next level.
Bigger walls. More buildings. Some space to stretch your arms after a long day of adventuring. Don't get me wrong, it's going to take a lot of resources, but what else are these things for?
We can plot it out on the drafting table whenever you're ready. It's going to be GLORIOUS.

This quest is not available until the player completes the following quest chains
It is possible to complete this quest at level 91 (although it's probably impossible to complete this quest before reaching level 91 because the prerequisites give that much experience). It is not necessary to build a small building before completing this quest and since one of the quests after you upgrade to garrison level 2 involves the construction of a small building some players might prefer to delay construction of their first small building until after they get that other quest.
The act of upgrading the garrison awards the 
[More Plots] achievement.
