Patch changes

• Patch 10.0.0 (2022-10-25): Rank 2 now reduces the cooldown by 5 seconds (was 6).
  
• Patch 9.1.5 (2021-11-02): No longer maximum target capped and now deals reduced damage beyond 5 targets.
  
• Patch 9.0.1 (2020-10-13):
  • Now learned at level 12 (was 99). No longer increases Dodge chance.
  • Blade Dance and [Death Sweep] now capped at 5 targets.
