The Bluegill Breeches dropped from Bluegill Muckdwellers in the Bluegill Marsh in the Wetlands prior to Cataclysm. In Warlords of Draenor, the item was made available again via 
[Crate of Salvage] and 
[Big Crate of Salvage], until they were removed again.
