On accepting both Borrowed Power and [60] Pop Goes the Devourer!, Pocopoc starts following the player.

Fill up the Cosmic Energy bar by standing in energy pools around the Peaks or absorbing energy orbs dropped from slain devourers.

This quest's name is a reference to "borrowed power", a term commonly used by fans to criticize certain expansion-specific gameplay systems like Azerite Armor or covenants.
