Brendon Paulson is a deceased human on Darkmoon Island. His ghost is located on the western coast of the island and is only visible while dead. He is one of several ghosts on the island.
According to Brendon, he had a hard life up until he ran away to the Faire. Brendon is from Strom and joined the Faire as a child to escape from his family, specifically his father who tried to kill him. When he first encountered Silas Darkmoon, he recalls telling him "I never want to see my family again." As a result, Brendon spent most of his childhood and adult life at the Faire. Sadly, Brendon is now deceased and the cause of his death is unknown.
The city of Strom stopped being known as Strom many centuries before World of Warcraft. Assuming the dialogue writer did not actually mean Stromgarde, it would seem that Brendon has been dead for a very long time and Silas Darkmoon is much older than he appears.

It could be worth speculating that Brendon died at the hands of Rona Greenteeth, whom happens to sell various foods that originate from her victims of various races. This is slightly reinforced by the fact that Rona sells meat with reference to human remains. In addition, Brendon's ragged clothing might indicate he was in a sort of prison or cage at one point. The presence of cages hanging from trees north of Rona's location (and near where Brendon's ghost wanders) also help reinforce this.
If Rona did not kill Brendon, then he possibly died at the hand of wildlife or some other means.
In the case that Strom isn't an error, and they really meant Strom and not Stromgarde, it's also possible Brendon may have died of old age.
He could be related to Robert Paulson and Lieutenant Paulson.
