Budd's Dig[55, 39] is a small camp built by Budd just southeast of Smuggler's Scar and west of Gorrok's Lament in the Kelp'thar Forest. Budd Nedreck phases in after players take the 
[Keg of Gunpowder] for 
[30-35] Can't Start a Fire Without a Spark.
