Chief Engineer Foote is a human engineer found drinking himself drunk in the Broken Keel Tavern in Ratchet. He works for Rear Admiral Hartley and is a member of the Northwatch Expeditionary Unit. Members of the Horde are asked by Gazlowe to knock him out and obtain the schematics he carries.
At some point, he met with Ricket and told her a tale about the inventor of Blingtron, which he had heard from Nixx Sprocketspring in Gadgetzan.[1]
