Chilled to the Core is a conduit for enhancement shaman. It drops from Nalthor the Rimebinder in the Necrotic Wake and Kel'Thuzad in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
