Cloud Serpent Riding was rewarded from reaching exalted standing with the Order of the Cloud Serpent reputation faction at the Arboretum in Jade Forest and completing the capstone quest 
[10-35] Riding the Skies. This skill was learned per-character, rather than account-wide, so characters who acquired a cloud serpent mount on another character still needed to reach exalted on their alt to use the mounts. It was required to use all cloud serpent mounts.
For the mount items, the text on the end of the Use string to denote this was: Requires Cloud Serpent Riding from the Order of the Cloud Serpent.
