The Council of Exarchs, also known as the Hand of the Prophet[2] or the Exarch Council,[3] are the leaders of draenei society, answerable only to the Prophet Velen himself. There are five members of the Council, each leading a sect of draenei society: The Artificers, the engineers and craftsmen; the Auchenai, keepers of the dead, guardians of the holy tomb-city of Auchindoun; the Rangari, or "Eyes of the Prophet", the scouts and rangers; the Sha'tari, the researchers of the naaru;[4] and the Vindicators, the holy warriors.
The Council of Exarchs was established shortly after the draenei and Genedar crashed on Draenor. Velen realized that with K'ara, K'ure, and D'ore unavailable to guide them and his visions of the future having become unreliable, his judgement was no longer without fault and it would be disastrous if he was the only leader of his people.[4] The Auchenai were a later addition, after Maladaar - at the time a member of the Sha'tari - discovered that D'ore's corpse was attracting the souls of draenei who died in the Genedar's crash and allowed the draenei to commune with them. Auchindoun was constructed and the Auchenai established to protect the dead.[5]
To become an Exarch, a draenei must go through three trials: the Trial of Faith, Trial of Courage and Trial of Heart. They are allowed one companion through their trials.[6]
The Council of Exarchs is allied with the Alliance, but are not members of it.[1]

Reputation[]
Reputation with the Council is gained through questing in Shadowmoon Valley and Talador. After completing these, killing level 100+ mobs at Darktide Roost, the Pillars of Fate and Socrethar's Rise grant reputation all the way to Exalted.

Trivia[]
- Echoes of all future members of the Council of Exarchs in the main universe can be seen at the Circle of Aspirants in Eredath. Naielle is the youngest, being the only child. Despite this, Akama was the only one explicitly described as young on Draenor. Notably however, Akama is also the only adult of the future Exarchs who does not have the title of Councilor.

The Council appears to have been abandoned following the collapse of draenei society, as there is no mention of it in the present day of the main timeline and numerous Exarchs are found scattered across Azeroth and Outland. The Triumvirate of the Hand may be some form of replacement for it, at least to some extent. With approximately nine of every ten draenei murdered by the Orcish Horde,[8] perhaps there was simply not enough people alive to even justify having such a tier of authority.
