The Council of Exarchs are the military leaders of the Army of the Light.
Decades after he joined the Lightforged, Turalyon integrated the ranks of the council as the first non-draenei exarch, and began learning their form of military strategy.[1] Five hundred Nether-years later, Turalyon became the High Exarch of the Army of the Light.[2]
