The Council to the Triumvirate were the council to the Triumvirate, the leaders of Argus: Velen, Kil'jaeden, and Archimonde.

- Restalaan may have also been a member. Rise of the Horde describes him as Velen's second-in-command and close friend.
- Besides Naielle and Akama, most of the future members of the Council of Exarchs were depicted as having a title of Councilor while on Argus, as seen at the Circle of Aspirants in Eredath.
