Cracked Argent Dawn Commission can be found on the leftmost pile of bones when entering the lower level of the Great Ossuary through the door, where Rattlegore is encountered in original Scholomance. Turn it into an

[Righteous Orb] and four 
[Truesilver Bar]. It will only appear if the completed trinket or a variation isn't present.
