These eyes are used by players with Aldor faction who wants to switch to Scryers faction. Each turn in will raise Scryers reputation by 250 and lower Aldor reputation by 275. The eyes need to be turned in to Arcanist Adyria at the bottom of the north ramp down to Lower City.
