Dave Kosak
Dave Kosak, also known as Fargo, is the lead quest designer for World of Warcraft. He previously worked on the fan comics Flintlocke's Guide to Azeroth and Flintlocke vs. The Horde. It is presumed that Fargo Flintlocke and the Alliance Twilight Highlands introduction was his idea.
He participated in the September 11, 2012 World of Warcraft Developer AMA on reddit.[1]
Trivia
Kosak noted in a "post-mortem" of Cataclysm quest design that he was the first quest designer on the team to get the 
[Flameward Hippogryph] and all the Molten Front achievements on the live servers, to which he called out the other team members with "suck it up, slackers!"[2]
