Deeper Daggers is a conduit for subtlety rogues. It drops from Echelon in the Halls of Atonement and from Sylvanas Windrunner in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
