Deluwin Whisperfield can be found next to Lieutenant Thorn in the Town Hall in Lunarfall once the Garrison is in Tier 3.

He offers players a chance to purchase unlocked follower contracts that were not available as quest rewards due to divergent quest lines, or having a choice of one among several followers.

For divergent quest lines, the only other way is to change the zone outpost to access the quest line that you didn't do the first time around.

• Deluwin was in the garrison during beta, but his job was not completely fleshed out and was removed by the time Warlords went live. He returned in 6.1.0 with what was likely his intended job.
