The Dingy Wizard Hat is provided as an objective for 
[5-30] Dressed to Impress and lasts throughout much of the quest chain. At the end of the chain, the player gets 
[Faded Wizard Hat], a permanent version. Presumably, this was done to prevent another situation such as the famous furbolg totem on the Alliance side, 
[Dartol's Rod of Transformation].
