During the 2008 Brewfest, the level cap (and the encounter) was level 70, and the minimum level to accept this quest was 65. The 2009 Brewfest was the first after the release of Wrath of the Lich King (where the level cap was raised to 80), and the tooltip for this item was not corrected to reflect the new level of the encounter and quest. "Requires Level 65" in the tooltip was thus a typo. For 2010, the tooltip was finally updated to level 75.
