Drums of Panic need a leatherworking skill of 350 or more to use. The recipe is sold by Alurmi, requires honored faction with the Keepers of Time and a leatherworking skill of 370 to learn.

The "terror" effect is essentially the same as [Fear], but the movement speed of affected targets is increased by 25%. This can make the drums very useful for gaining distance.
In the RPG[]
These kettle drums are orc creations, played from the mighty shoulders of the kodo beast. They are always created in pairs, and are sometimes made of leather cured from high elf skin; the warlocks who make the drums claim the elves' addiction to magic makes their skins highly magically malleable. Other races use animal leather and see no difference in power.[1]
