This buff is awarded to all players within a 40 yard range of the NPC mob Omen upon his death.
Patch changes[]
Hotfix (2014-01-23): Elune's Blessing no longer increases Stamina and no longer stacks with similar player-cast buffs. 
Patch 4.3.0 (2011-11-29): Blessing reduced from 10% to 5%.
