Emissary Brighthoof is the leader of the Westwind Refugee Camp. Horde adventurers encounter her during 
[10-30] The Fall of Taunka'le Village quest chain. In order to renew the Taunka's spirit she asks Horde adventurers to retrieve 10 
[Horde Armaments] so the Taunka Refugees can be offically inducted into the Horde. After which, she gives the adventurer a 
[Blood Oath of the Horde] to induct the taunkas.
