Empty Water Bucket
The Empty Water Bucket is found at [63.3, 61.5] in Darkhaven of Revendreth, near Snickersnee and Shadowrider Neralva.
Pick up the bucket from the ground to loot the item. Take the bucket to Bastion or Ardenweald and use it at any pool of water to turn it into the 
[Bucket of Clean Water], which is necessary for 
[Blanchy's Reins].
