Ensorcelled Parchment is contained in Worn Wooden Chest, in the Alterac Mountains, inside a house where Nagaz can be found (for the quest  [40] Dark Council. Though the quest it starts was removed in Cataclysm, the parchment was not.

The subject of this section has been removed from World of Warcraft but is present in Classic Era.

This item starts the quest  [40] The Ensorcelled Parchment and is provided for  [40] Stormpike's Deciphering. It is a quest objective for both quests.
