The Essence of the Exile is created as part of the Cyclonian quest in "The Islander" quest chain for warriors.

To create this item one collects "Charms" from the level 38-39 Elemental Exiles in the Arathi Highlands. Eight of each the Burning Charms, Thundering Charms, and Cresting Charms are needed.
[Burning Charm] drop off the Burning Exiles at the Circle of West Binding (between Northfold Manor and the ruined main-gate of Thoradin's Wall).
[Thundering Charm] drop off the Thundering Exiles at the Circle of Outer Binding (just East of Refuge Pointe).
[Cresting Charm] come from Cresting Exiles at the Circle of East Binding (just northeast of Dabyrie's Farmstead and west of Hammerfall).
Once eight of each Charm has been collected, use the cauldron near Bath'rah the Windwatcher to create the Essence of the Exile.
