In the Azure Span.
Examiner Rowe is a Forsaken member of the Reliquary located at the Temple of Earth of Deepholm. He asks the adventurers to battle the Twilight's Hammer and to uncover their plans with Uldum.
Rowe traveled to the Dragon Isles as part of the Dragonscale Expedition and is seen at Whaler's Nook in the Azure Span.
Later on he went to Zaralek Cavern along side LOU-C Fitzcog, Aelnara, and Mordigan Ironjaw. They are doing a survey there at Shimmering Towers with their geoscanner. They ask to take down Agitated Crystalines so they can study the material they are made of.
