Pick up the quest [10-30] Digging for Prayer Beads.
This allows you to purchase the doggy treat from Tracy, and give it to Fei Fei, her dog. Fei Fei will then run around digging holes. One of those holes will contain the 
[Draenei Prayer Beads] it had buried earlier.
Once you complete the related quest, this item will not appear in the list of items Tracy sells.
Items no longer needed for quest:
[Maiden's Anguish] - 10 from Alchemist Gribble on the first floor of the Honor Hold tower.
