Fel Celerity is a conduit for warlocks. It drops from Sludgefist in Castle Nathria, Devos in the Spires of Ascension, and the Nine in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
