Fel Commando is a conduit for demonology warlocks. It drops from Doctor Ickus in Plaguefall and the Remnant of Ner'zhul in the Sanctum of Domination
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.

Hotfix (2020-12-02): Fixed an issue where Fel Commando would not enhance a Felguard that's under the effect of 
[Glyph of Wrathguard].
