Object[]
A Firework Launcher object is used to launch Rocket Fireworks. These are associated with the Lunar Festival event.
Use[]
A Rocket Firework must be used near a Firework Launcher. Conceptually, the Firework is thrown into the Firework Launcher, but there is no targeting involved, just right click on the Rocket Firework in your inventory. (A Firework Launcher is "used" in the same sense that an Anvil is "used" in WoW.)

Lunar Festival Event[]
During the Lunar Festival, Firework Launchers can be found near the Lunar Festival Revelers celebrating in the capital cities; Darnassus, Ironforge, Stormwind, Orgrimmar, Thunder Bluff, and Undercity, (but not Exodar nor Silvermoon); and near the Lunar Festival Revelers celebrating in Moonglade. There are also Firework Launchers scattered around these cities in odd locations during the event.
Saltheril's Haven[]
There are Firework Launchers year-round at 
Lord Saltheril's party at Saltheril's Haven in Eversong Woods.[37, 73]

The Firework Launcher item is used to spawn a Firework Launcher object on the ground. These can be used anywhere "outdoors" (i.e. not in most instances or buildings), at any time of the year. The Firework Launcher object lasts for 30 minutes.
