The Formula: Enchant Weapon - Icy Chill is a rare drop from Anguished Highborne in Winterspring.

Note

The enchanting recipe was not removed in the Cataclysm expansion. However, the population of the mob that drops it was reduced - effectively decreasing the drop rate.
