The Forsaken Assassin is presumably responsible for the death of the Slain Watchman on the outskirts of the town of Duskhaven in Gilneas. They will spawn immediately after players accept the quest 
[1-30] Invasion, proclaiming that Gilneas will soon fall to the Forsaken.
