Freehold is a special instance, as each run gives you the option of joining a different pirate crew out of three (the Blacktooth Brawlers, Bilge Rats, and Cutwater Corsairs) which will make some mobs disappear and make the Council o' Captains encounter easier as the related captain will join your group for the fight instead of being an opponent. The last stretch of the dungeon is protected by Irontide Raiders enforcers and, as such, they can't be avoided.
Freehold has traditionally served as a haven for pirates, scoundrels, and those who wish to live free of Kul Tiran control. Now the Irontide Raiders have brought the city under their harsh rule and are coercing the various pirate crews under their banner. While the pirates gather, a small group of heroes must infiltrate the town and eliminate their leadership to dissolve this growing alliance of cutthroats.
Flynn Fairwind says: I've got it on good authority the captains are gathering to meet. If we get into that party, you can cut off all the heads from this hydra in one fell swoop!
Flynn Fairwind says: Not even fish drink like the Bilge Rats! If you can keep up with this zoo, Captain Eudora won't be able to resist inviting you to the meeting.
Flynn Fairwind says: Getting your hands on an invitation will make the job easier. Or, just rush in and attempt to kill three of the most feared pirate captains all at once. Your decision, mate.
