The Gatekeepr's Orb is found on the corpse of Hu'seng the Gatekeeper, who is guarding the gate to the Bloodied Crossing from the Stormsea Landing, during the Stormsea Landing scenario. It is used on the Deactivated Access Generator to open the gate.
