Although Gore was added in Legion, the mechanic it triggers has existed (with minor changes) since Cataclysm. At that time, it was a passive effect attached to [Berserk].

Patch 10.0.0 (2022-10-25): Now a row 2 Guardian talent (was a level 37 Guardian ability).
Patch 9.0.1 (2020-10-13): Now learned at level 37 (was 34).
Patch 7.2.5 (2017-06-13): Gore is now also activated by [Maul].
Patch 7.0.3 (2016-07-19): Added.
