This staff seems to have once belonged to Jaina Proudmoore, who once loved Arthas Menethil. As the player can see in The Culling of Stratholme instance, Arthas and Jaina had a falling out after Arthas' extreme tactics to keep the Plague of Undeath from spreading. Shortly after this event, Arthas came under the sway of Ner'zhul, and eventually became The Lich King. It is unclear when Jaina gave Arthas Halion.
