This helm is a rare drop from Headless Horseman who can be found in the graveyard wing of the Scarlet Monastery during the Hallow's End seasonal event. It can also be acquired through a 
[Handful of Treats], making it accessible to characters too low level to enter the Scarlet Monastery Graveyard.
