Hands of the Deceiver are elite man'ari eredar located in the Sunwell Plateau of the Isle of Quel'Danas. They can also be spotted from the Magisters' Terrace through the use of the Scrying Orb located at The Solar Vigil.
After their death, the fight against Kil'jaeden will start.
