Houndmaster Loksey
His hunt was just, or so he believed. His methods were pure, or so he believed. His prey was evil, or so he believed.
And so Loksey chose the blindness of piety to justify the indulgence of atrocities. Fear was his favorite weapon, so fear shall be his teacher.
