Incantation of Swiftness is a conduit for mages. It drops from the Grand Menagerie in Tazavesh, the Veiled Market, Sire Denathrius in Castle Nathria, and Artificer Xy'mox in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
