The Indomitable Primal Diamond is one of Wrathion's Crown of Heaven meta gem purchased in exchange for 5x
[Primal Diamond] from the Blacktalon Quartermaster behind Wrathion in the Tavern in the Mists. This gem is designed for tanks. Casters, melee and range attackers, and healers each have their own gem.
In order to purchase it the player needs to have completed 
[90] The Crown of Heaven, the legendary quest in patch 5.2.0 involving the Throne of Thunder, before patch 6.0.2.

The "chance to gain a reduction to damage" has a 1.40 Real PPM on damage/absorb taken from melee ability or swing. There is no internal cooldown on the proc.
